Nuclear Waste can be obtained by combining Radiation and Lava.
To do this, go to Wasteland and get Radiation in the Bucket. Now go to the Volcano and empty the bucket giving you Nuclear Waste.
It can be used to make Nuclear Rod and Refined Waste in the Furnace.
